Jadwal Perjalanan Benny Wenda Dalam Februari & Maret 2013

London, KNPBnews  Pemimpin Papua Merdeka, Benny Wenda akan melakukan perjalanan resmi ke beberapa negara pada bulan Februari dan Maret 2013. Setelah dirinya bebas dari jerat interpol (DPO Internasional), dirinya berjanji akan membawa pesan tentang perjuangan bangsa West Papua ke penjuru dunia.

Benny akan mengunjungi para pemimpin politik, pengacara, aktivis dan pendukung di Amerika Serikat, Australia, Selandia Baru, Vanuatu, Kepulauan Solomon dan Papua Nugini untuk membangun dukungan dan kesadaran kampanye bagi hak penentuan nasib sendiri bagi rakyat West Papua.Menjelang tur, Benny Wenda berbicara tentang harapannya bahwa diriya lebih lanjut akan meningkatkan suara rakyat West Papua yang menangis untuk pembebasan dan keadilan yang telah diabaikan oleh masyarakat internasional selama 50 tahun terakhir.

Berikut ini, jadwal kunjungannya:

Amerika Serikat/AS  (1 – 7 Februari)
Benny akan membahas situasi di Papua Barat dengan anggota Kongres AS, mengunjungi PBB, dan bertemu organisasi termasuk Diplomat Independen, Avaaz, Saksi dan Human Right Foundation / Oslo Forum Freedom.

Selandia Baru (08-12 Februari)
Perjalanan ke Selandia Baru, Benny akan meluncurkan Parlemen Internasional untuk Papua Barat (IPWP) dengan Catherine Delahunty MP di gedung parlemen di Wellington pada 12 Februari.

Australia (13-25 Februari)
Di Australia, Benny dan pengacaranya Jennifer Robinson (pendiri Pengacara Internasional untuk Papua Barat) akan menjadi tuan rumah sebuah acara di Parliament House, Canberra pada tanggal 13 Februari, dihadiri oleh para politisi dan anggota persaudaraan hukum. Benny juga akan mengunjungi Melbourne, Sydney dan Perth, serta pertemuan dengan para tetua Aborigin.

Melanesia (Februari 25 – Maret 10)
Setelah bertemu dengan para pemimpin West Papua di pengasingan Vanuatu, Benny akan mengunjungi Kepulauan Solomon. Tur akan menyimpulkan di Papua Nugini, di mana acara Parlemen di ibukota Port Moresby akan melihat kedua Benny dan Jennifer Robinson berbicara kepada anggota parlemen dan juga bertemu dengan tokoh masyarakat.

Federated Republic of West Papua rallies around the world, in Melbourne, Perth, Los Angeles, Washington DC, Honiara (Solomon Islands) and Manokwari are demanding the Indonesian government release all political prisoners including President Forkorus Yaboisembut and Prime Minister Edi Waromi.

Foreign Affairs Minister Jacob Rumbiak said international activists are demanding Indonesia remove its military personnel, and that President Yudhoyono issue orders to stop the slaughter of West Papua National Committee (KNPB) members.

“Six activists were arrested and tortured in Serui yesterday for handing out pamphlets about today’s rally, including Patris Rosumbre (Vice-governor, Sairere state, Federated Republic of West Papua) and Menase Karubaba” he said. Rosumbre has since escaped, but the wherabouts of Menase Karubaba is not known, and there is deep concern for his safety.

The Federated Republic of West Papua has been calling for negotiations with the Indonesian government under the auspice of the United Nations since 2011, and Rumbiak claims “Indonesia is losing credibility with its international donors in failing to respond to our invitation”.

MSG Silver Jubilee celebrations –Should not forget West Papua

The Australia West Papua Association congratulates the Melanesian Spearhead Group (MSG) on the official launching of its Silver Jubilee celebrations in Port Vila on the 28 January. We also congratulate the MSG on its past successes and on it's increasing importance around the Pacific region. 

Joe Collins of AWPA said “the MSG showed its visionary policy in supporting the people of Kanaky (New Caledonia) to be a member of the MSG represented by the Front de Liberation Nationale Kanak et Socialiste (FLNKS).  

We now urge the MSG to show the same support for the people of West Papua”.

We believe the MSG can play an important role in helping facilitate dialogue between representatives of the West Papuan leadership and the Indonesian Government. The West Papuan people have been calling on the international community for years to support such dialogue as a way of solving the many issues of concern in West Papua.

We urge the MSG to support those representatives of the West Papuan people involved in the self-determination struggle being granted full membership at the next MSG Summit to be held in New Caledonia (Kanaky) in 2013.

Gerard Michael Little, the disability pensioner who claims to be a Colonel in the West Papuan freedom movement, has had his case adjourned for another month.

The Victorian grandfather did not appear in the Brisbane Magistrates Court where his lawyer Lauren Phelps asked for time to take instructions from Mr Little after the Crown delivered "two volumes of material" to her office on Wednesday.

Previously, the Crown prosecutor had described the case against the Tynong North resident as "overwhelming".

Magistrate Jacqui Payne granted the adjournment and set the case down for another mention on February 22 in the same court.

Mr Little, who was considered a flight risk and previously refused bail in December, will not be required to appear.

Mr Little allegedly had dreams of leading West Papua to freedom from Indonesian authorities and had spent time in the Crimea region of the Ukraine, training with a group called the "International Law Enforcement Training Agency".

He had allegedly offered his services to the West Papuan freedom movement.
He was arrested boarding a plane at Brisbane International Airport on December 4 after a multi-agency sting which had investigated Mr Little after he began to post his plans on Facebook.

Crown prosecutors allege he had plans to enter West Papua undetected through Papua New Guinea to take up the fight.

This year, Jakarta-Papua Dialogue Held

Jayapura (15/1)-After a visit to Papua Papua problem solving related to the September 2012 and, Member of the Presidential Advisory Council (Watimpres) Legal Affairs and Human Rights, Albert Hasibuan, claimed to have given consideration to the President of the Republic of Indonesia, Susilo Bambang Yudhoyono (SBY ).

"I've given consideration, settlement of problems in Papua should be discussed together. Answer President welcomes it, "said Albert, when met after attending a Christmas Eve celebration with the National Mandate Party in Jayapura, Papua, on Sunday night (13/1).

According to Albert, he also has been visited by several Papuan leaders like Father Neles Tebay and Beny Giay, and several other religious leaders from Papua. "They are pushing for a dialogue and hopefully dialogue can be carried out in the year 2013. But I do not know exactly in what month, "he said.

It's just that according to Albert, his work in that direction (stimulated dialogue). For everyone, including the president expects peaceful land for Papua. "I think everyone, including the president and have a willingness to work towards it (dialogue) and a matter of time," he said.

West Papua ‘rebel’ held

Sidney,-- DISABILITY pensioner Gerard Michael Little planned to ”engage in violent conflict against the Indonesian government” in West Papua, a Brisbane court has been told.

Little, 45, from Tynong North, near Pakenham, has been charged under laws that prevent Australians engaging in hostile acts against other countries.

He was intercepted by police on his way to West Papua on Tuesday. Little was denied bail on Wednesday, with Brisbane magistrate Jacqui Payne deeming him a flight risk.

Federal police allege Little wanted to leave Australia & work as a mercenary in West Papua, & had trained in Ukraine.

Commonwealth prosecutor Justin Williams described the case against Little as ”overwhelming”.
Police stopped Little just before he boarded a plane at Brisbane International Airport. He is alleged to have planned to enter West Papua ”undetected” through Papua New Guinea.

But defence counsel Nick Dore said Little had been invited to West Papua ”to provide a service” & police still had a long investigation in front of them.

”There is a huge difference between someone entering a country on a mercenary basis, uninvited, like someone in a Hollywood movie ? & someone who is lawfully invited to attend,” he said.

In a joint operation with Victoria Police, the Australian Federal Police executed eight search warrants on Tuesday, assisted by Queensland police. Properties in Caulfield, East Bentleigh, Tynong North & Toowoomba, in Queensland, were raided, including Little’s home, & those of his father & daughter.
The case has been adjourned to January 18.

At his Tynong North home, two of Little’s friends, Michael O’Shea & Kevin Kelly, said all three had hoped to create a foundation for West Papuan refugees in Port Moresby.

They said Little, who lived on a pension as a result of a shoulder injury, identified as a member of the Wathaurong people & did not accept Australian sovereignty.

His Tynong North home was in disarray. Items seized by police included computer complex drives, documents & photographs, including pictures of him dressed in military uniform.

Mr Kelly said that Little was a colonel in the Free Papua movement. ”No prison will keep him,” he said.

KNPB: Regional Police Chief Must Wipe Clean ‘Wanted Persons’ (DPO) list

January 6th, 2013 A spokesperson for the West Papua National Committee (KNPB) has claimed that the detention of a number of KNPB activists and the addition of more KNPB members’ names to the Wanted Persons List has been done purely in the interests of the Papuan political elite.

KNPB stated that the political elite, along with the Regional Police Chief, are trying to place the blame activists and the broader Papuan community [for the lack of democracy].

“Papuan police are suppressing democracy in order to favour the Papuan political elite. It is in the elite’s interest that the people of Papua are being victimised. Many members of society and of KNPB have had their names added to the Wanted Persons List,” KNPB’s spokesperson Wid Medlama said during a press conference on Saturday (5/1), at the Cafe Prima Garden, Abepura, Jayapura, Papua.

KNPB are urging the Regional Police Chief to free a number of KNPB activists and remove their names from the Wanted Persons List. “Clear the names of all KNPB members and activists from the wanted list, and free those detained without clear evidence,” Wim said.

According to the KNPB, the people of Papua wish to have the freedom to fulfil their aspirations and to go about their lives without anyone having to suffer. Space for the people to express themselves collectively must be made available by the government. Without this space, the government cannot talk about a ‘democratic country’ or a ‘democratic society’.

“A democratic space is needed for the people of Papua. Without it, there is no point in [calling ourselves] a democratic nation. What is the meaning of becoming a democratic nation if there is no democracy for the people?” added Hakim Pahabol, a member of the West Papua National Parliament.

HRW Pertanyakan: Apakah Represi Terhadap KNPB Legal?

Jakarta — Konsultan Human Rights Watch (HRW) untuk Indonesia, Andreas Harsono mempertanyakan tindakan aparat keamanan Indonesia yang melakukan penembakan hingga 22 orang anggota Komite Nasional Papua Barat (KNPB) meninggal sepanjang tahun 2012, dan 55 orang ditangkap, serta membuat ratusan orang lainnya terluka.

“Tapi bikin 22 orang KNPB meninggal dengan penembakan, serta puluhan ditangkap, dan entah berapa ratus terluka, tanpa ada proses peradilan yang transparan, serta tanpa mekanisme internal terhadap prosedur kerja polisi di Papua, menimbulkan pertanyaan apakah represi terhadap KNPB ini legal?.”
Pernyataan tersebut ditegaskan Andreas , saat di wawancarai suarapapua.com, Kamis (03/01/2013) tadi malam.

Menurut Harsono, boleh jadi alasan polisi benar bahwa ada anggota-anggota KNPB terlibat kekerasan, menyerang pendatang atau menyerang aparat keamanan, namun aparat harus menunjukan secara transparan.
“Persoalan kepolisian adalah bekerja dengan transparan. Bisakah polisi tunjukkan kerja transparan? Sebaliknya, KNPB juga perlu lakukan investigasi internal, selidiki tuduhan-tuduhan polisi bahwa anggota KNPB ada terlibat kekerasan,” ujarnya.

Harsono juga berharap, organisasi pimpinan Victor Yeimo ini dapat segera mengumumkan hasil investigasi, serta bikin keputusan untuk mengeluarkan anggota KNPB yang dinilai terlibat dalam berbagai aksi kekerasan.

Seperti ditulis media ini sebelumnya, Victor F Yeimo, Ketua Umum KNPB menyatakan 22 Anggota KNPB Tewas Sepanjang Tahun 2012 karena ditembak mati aparat keamanan Indonesia, 55 orang mendekam di penjara, serta beberapa diantaranya menjadi Daftar Pencarian Orang (DPO) dari Polda Papua hingga saat ini.

Yeimo memprediksi, di tahun 2013 mendatang pembunuhan dan penangkapan terhadap aktivis KNPB masih akan terus dilancarkan Polda Papua dengan memakai Undang-Undang terorisme.

AWPA: 50 tahun Pelanggaran HAM berlangsung, tak ada perbaikan di Papua

JAKARTA: The Australia West Papua Association menilai kekerasan dan pelanggaran hak asasi manusia (HAM) terus berlangsung selama 50 tahun di Papua sejak diambil alih pemerintah Indonesia dari United Nations Temporary Executive Authority (UNTEA) pada 1963.
AWPA, organisasi pemantau HAM yang berbasis di Sydney, Australia, mengatakan pelanggaran HAM, operasi militer dan eksploitasi sumber daya alam di Papua masih berlangsung hingga kini. Organisasi itu menuturkan manfaat sumber daya alam di sana sedikit sekali manfaatnya bagi orang Papua.
AWPA menyatakan masalah di Papua Barat tidak akan selesai dengan mengirimkan lebih banyak pasukan atau operasi militer. "Pada 2013, sudah 50 tahun pemerintah Indonesia mengambil alih pemerintahan Papua Barat dari UNTEA. Orang-orang Papua hingga kini masih berjuang untuk keadilan dan penentuan nasib mereka sendiri," tulis AWPA dalam laporan HAM 2012 pada situsnya yang dikutip Jumat (04/01/2013).
Organisasi itu mendesak agar pemerintah Indonesia menerima tawaran dialog dari perwakilan orang-orang Papua untuk menuntaskan masalah yang dihadapi selama ini. Selain itu, AWPA menyatakan, pihaknya mendesak agar seluruh pelanggaran HAM yang dilakukan oleh pasukan keamanan diselidiki dan dituntut.
Pada Oktober 1962, UNTEA didirikan sebagai administrator dan juga membawa misi perdamaian melalui pengamatan militer. Hal itu dilakukan karena Papua, yang saat itu bernama Western New Guinea, menjadi objek sengketa politik antara Belanda dan Indonesia. Berdasarkan Wikipedia, UNTEA juga memediasi keduanya dengan perjanjian New York yang akhirnya menetapkan penyerahan wilayah itu ke Indonesia pada Mei 1963. Western New Guniea akhirnya berubah menjadi Irian Barat dan kemudian Irian Jaya.
"Tak ada perbaikan dalam situasi HAM di Papua pada 2012. Bahkan situasinya terus memburuk dengan ditargetkannya para pembela HAM dan demonstran damai oleh pasukan keamanan Indonesia," demikian AWPA.
AWPA mencatat sejumlah kekerasan yang terjadi di Papua di antaranya adalah penembakan dan bentrok antara kelompok bersenjata.  Namun, reaksi pasukan keamanan terhadap hal itu adalah melakukan operasi militer yang membuat orang-orang lokal menjadi traumatis. Sejumlah aktivis Papua juga diadili karena dianggap makar namun polisi yang menyerang demonstrasi damai tak pernah dihukum, melainkan hanya dikasih peringatan.
AWPA juga mencatat sejumlah penembakan yang terjadi di Papua masing-masing terjadi pada 9 Januari, 2 Februari, 7 Februari, 9 Februari, 8 Maret, 26 Maret, 8 April, 14 April, 17 Mei, 29 Mei, 5 Juni, 7 Juli, 29 Agustus, 10 September, 14 September dan 28 Desember.  Di sisi lain, AWPA juga mendesak pemerintah Australia untuk meningkatkan perhatiannya terhadap pelanggaran HAM di Papua. Tak hanya itu, organisasi itu juga meminta agar Australia memikirkan ulang kebijakannya terjait dengan militer Indonesia.
"Papua Barat adalah tetangga terdekat kami. Orang-orang di sana menghadapi tantangan besar, termasuk pelanggaran HAM yang tengah berlangsung, eksploitasi sumber daya alam, minoritas di tanah mereka sendiri hingga wabah HIV/AIDS," kata AWPA.
Pada Juni lalu, Badan Pelayan Pusat Persekutuan Gereja-Gereja Baptis Papua mendesak agar Perserikatan Bangsa-Bangsa  segera mengirimkan pelapor khusus ke Papua untuk menyelidiki kekerasan dan pelanggaran HAM yang kian mencuat serta menimbulkan korban jiwa. Badan itu menyatakan para penembak lebih berkuasa dan terus mendominasi suasana di Papua dengan menghilangkan nyawa manusia. Hasil pemantauan persekutuan gereja-gereja itu memaparkan telah terjadinya kejahatan kemanusiaan yang menyebabkan korban jiwa maupun korban luka periode Mei-Juni 2012. (arh)

Jayapura,-- Speaker of the National Committee of West Papua, Wim Medlama said at least 22 members KNBP killed and dozens others were imprisoned during 2012.

Those killed were shot such Militants KNPB Chairman Hubertus Center Mabel, December 16, 2012 in the village of Abusak, District Kurulu, Jayawijaya, and Mako Tabuni, Chairman of the First Committee in Abepura, Thursday, June 14, 2012.

"Even some that are still the target of a police search," said Medlama in Jayapura on Friday (4/1).

According Medlama, shooting death of Mabel and the Mako was not in accordance with procedures. The police seems to have justification to shoot them for alleged crimes.

Mako accused of involvement in a series of shooting a stranger in Jayapura since May 29, 2012. While Mabel was accused of involvement in attacks on police Pirime Lanny Jaya.

"The shooting of members of KNPB is unlawful. Someone who alleged perpetrators should be arrested and prosecuted, "said Medlama.

KNPB Chairman, Victor Yeimo estimate criminalization of members will become increasingly common. KNPB often associated with the independence movement by urging a referendum.

VHRmedia, Jayapura – Aliansi Demokrasi untuk Papua menuntut aparat keamanan tidak menggunakan cara kekerasan untuk menangani konflik di Papua.

Menurut Direktur Aliansi Demokrasi untuk Papua, Anum Siregar, penanganan konflik saat ini cenderung represif dan menimbulkan trauma warga. Tidak tertutup kemungkinan, kekerasan yang dilakukan aparat justru memicu serangan balik yang lebih besar. 

“Kekerasan bukan saja terjadi di tempat terpencil tapi juga di tengah kota. Aksi itu menyebabkan kematian, menggunakan cara-cara yang menimbulkan ketakutan, dendam, dan trauma yang luar biasa,” kata Anum Siregar di Jayapura, Rabu (2/1)

Aliansi Demokrasi untuk Papua mencatat, terjadi peningkatan jumlah dan skala kekerasan di Papua sejak Juni hingga Desember 2012. Kasus tersebut antara lain, penyerangan pos kepolisian di Pireme, Kabupaten Lanny Jaya, pembakaran rumah adat di Wamena, dan penembakan 4 nelayan di Raja Ampat pekan lalu.

Cara penanganan yang dilakukan polisi juga terkesan represif. Aparat keamanan sering melekatkan stigma residivis, separatis, atau anggota Komite Nasional Papua Barat untuk aktivis pro kemerdekaan Papua. 

“Seolah dengan stigma tersebut perlakuan sewenang-wenang dapat dibenarkan. Seperti pembunuhan Timo Ap di Manokwari dan kasus kematian tahanan politik Hubert Mabel di Wamena,” ujar Anum Siregar.

Kemampuan polisi untuk mengungkap kasus kekerasan di Papua juga dipertanyakan. Polisi hingga sekarang belum mampu mengungkap pelaku dan motif sejumlah aksi kekerasan di Papua. 

Padahal kata Anum Siregar, kegagalan aparat mengungkapkan kasus-kasus dugaan pelanggaran HAM akan menghilangkan kepercayaan publik terhadap penyelenggaraan pemerintahan yang tertib hukum.

Penembakan Nelayan Raja Ampat

Terkait penembakan 4 nelayan di Kabupaten Raja Ampat yang diduga dilakukan personel TNI, Direktur Eksekutif Lembaga Penelitian, Pengkajian, dan Pengembangan Bantuan Hukum (LP3BH) Manokwari, Yan Christian Warinussy menilai, kasus tersebut sebagai pelanggaran berat HAM.

Yan Christian Warinussy meminta Komisi Nasional Hak Asasi Manusia menyelidiki kasus tersebut. itu. “Ini kejahatan terhadap kemanusiaan,” ujarnya.

Panglima Kodam XVII Cenderawasih, Mayjen TNI Christian Zebua mengatakan, pihaknya akan menjatuhkan sanksi jika terbukti pelaku penembakan adalah anggota TNI. 

Pada 20 Desember 2012, empat nelayan asal Pulau Buaya tewas ditembak di perairan Pulau Papan, Distrik Misoll, Kabupaten Raja Ampat. Korban tewas adalah La Huni (70 tahun), La Jaka (30 tahun), La Idi (22 tahun), dan La Diri (30 tahun). 

Sedangkan 2 korban selamat La Anu (20 tahun) dan La Udin (30 tahun) masih dirawat di RSUD Kota Sorong. Polisi dan TNI masih menyelidiki pelaku dan motif penembakan ini. (E1)

New Year’s Day Shooting Injures One in Papua

Jayapura. An unidentified gunman shot and wounded a man not far from the Papua Police headquarters on the first day of the new year, residents here said.

Malage Tabuni, 43, was waiting for a public minivan with four friends at the Porasko stop just 30 meters from the Papua Police headquarters at about 6:00 p.m. on Tuesday in the provincial capital when he was shot in his right shoulder.

A friend rushed him to Jayapura’s Dok II General Hospital, where he is still being treated.

Ibani Tabuni, one of the four friends present, said the group was on their way home after attending a party at Angkasapura in North Jayapura and were waiting for southbound public transportation.

“We had just alighted from a public transport van and were waiting for another to go to Entrop [in South Jayapura] when suddenly, the shoulder of Malage Tabuni began to bleed and after we had a look at it, it turned out to appear like a gunshot wound,” Ibani said.

Ibani said he, the victim and the three other members of the group did not see the shooter.

“We do not know where the shot came from and at that same time there was also the sound of a firecracker,” Ibani said.

Quoting doctors at the hospital, Ibani said the bullet was still inside Malage’s shoulder and surgery would be undertaken to remove it.

Papua Police spokesman Sr. Comr. I Gede Sumerta Jaya declined immediate comment.

KNPB: Kenapa Baru Dituduh Teroris

MAJALAH SELANGKAH – Jayapura Komite Nasional Papua Barat (KNPB) mempertanyakan mengapa negara menuduh gerakan politik aktivis KNPB sebagai gerakan teroris.

“Kenapa baru sekarang kami dituduh teroris? Mengapa tidak sejak tahun 1961?,”kata Juru Bicara KNPB Wim Mendlama kepada majalahselangkah.com,(Jumat, 21/12).

“Rakyat Papua bukan baru berjuang. Kami berjuang dengan ideologi Papua merdeka berdasarkan sejarah. Perjuangan kami telah dimulai sejak tahun 1961. Label-label seperti ini biasalah, mulai dari pengacau, kriminal, dan sekarang teroris,”kata Wim.

Kata dia, sikap militan dan radikal dalam memperjuangkan hak  kemerdekaan bangsa Papua Barat itulah alasannya menuduh KNPB sebagai teroris.  “Undang-Undang Nomor 15 Tahun 2003 tentang Pemberantasan Tindak Terorisme itu bukan lahir tahun 2012. Undang-Undang itu lahir tahun 2003 to. Dan, ingat gerakan kami ada jauh sebelum itu,” kata dia.

“Negara mulai bertindak brutal dan semakin ganas menghadapi gerakan perlawanan KNPB. Tapi, kami tetap pada ideologi Papua merdeka. Kami digiring sebagai teroris tetapi kami akan terus bertahan. Kami ini gerakan kemerdekaan,”kata dia tegas.

Lebih lanjut kata dia, KNPB adalah gerakan sipil rakyat Papua. Gerakan bersenjata adalah TPN/OPM di hutan. Label buruk yang dialamatkan tanpa bukti itu dimulai dari peristiwa tertembaknya Mako Tabuni pada 14 Juni oleh Densus 88 Polda Papua. Lalu, katanya, penembakan ketua militan kota KNPB, Hubertus Mabel itu balas demdam atau upaya memenuhi rasa keadialan korban 3 aparat kepolisian di Pirime yang ditembak mati oleh TPN/OPM pimpinan Okiman Wenda,” katanya.

Kata Wim, Hubertus dibunuh dan dikaitkan sebagai pelaku penyerangan polsek Pirime adalah tidak benar. Hubertus berada jauh dari tempat kejadian, yaitu di Kurulu kampung halamannya. Hubertus dimandati untuk melakukan konsolidasi anggota militan KNPB untuk pengamanan internal.

“Dalam perjalanannya Hubertus tidak ada hubungan dengan penyerangan yang dipimpin Okiman Wenda. Huber juga dalam posisi merayakan natal bersama keluarga di Kurima, kampung halamannya,”jelasnya. (Yermias Degei/MS)

Tahun 2012, 22 Anggota KNPB Terbunuh dan 51 Dipenjarakan

MAJALAH SELANGKAH – Jayapura Ketua Komite Nasional Papua Barat (KNPB), Victor Yeimo mengatakan, 22 aktivis KNPB  dibunuh, 51 masih mendekam di penjara, dan belasan lainnya DPO dengan tuduhan makar.

“Selama tahun 2012, 22 anggota KNPB telah dibunuh penjajah, 51 masih mendekam dalam trali besi penjajah. Belasan lainnya DPO dengan tuduhan yang tidak benar,”kata Victor kepada majalahselangkah.com, Senin (01/01).

Kata dia, diprediksi tahun 2013, pembunuhan dan penangkapan akan dilegalisasi dengan UU terorisme oleh Indonesia terhadap aktivis dan rakyat Papua yang berjuang menuntut kedaulatan bangsa Papua Barat.

Kata dia, walaupun Indonesia menerapkan UU terorisme, KNPB tetap komitmen untuk terus menyuarakan apa yang disuarakan selama ini. “Walau Indonesia mulai melegalisasi pembunuhan mereka dengan siasat modern seperti UU Terorisme, KNPB tidak akan gentar,” kata dia.

“Siasat baru dengan pola modern akan kami lawan, apa pun bentuknya. Bukankah kita ada dalam dunia yang sama? Juga terlahir sebagai manusia yang sama. Yang beda, hati pikiran dan tindakan anda demi rupiah dan nafsu menjajah, tapi kami dengan hati pikiran dan tindakan yang mulia demi membebaskan bangsa kami dari penindasan ini,” kata dia. AWPA Human Rights report - West Papua 2012

This report details incidents of human rights abuses in the past year and in particular looks at the crackdown on the KNPB. It shows the continuing struggle of the West Papuan people for their right to self-determination. It is by no means exhaustive. In the report AWPA uses the name “West Papua” to refer to the whole of the western half of the Island of New Guinea. However, “West Papua” at this time is divided into two provinces, Papua and West Papua.

Summary of events

There was no improvement in the human rights situation in West Papua in 2012. In fact, the human rights situation continued to deteriorate with the Indonesian security forces targeting human rights defenders, peaceful demonstrators and in particular members of the West Papua National Committee (KNPB). 

The year started with the trial against five Papuan activists for treason. The trial began on the 30 January and the five men, Forkorus Yaboisembut, Edison Waromi, Selpius Bobii, Domingkus Sorabut and Agustinus Kraar were charged with treason because of their involvement in the 3rd Papuan People's Congress which was held between the 17 and 19 October in 2011. 

In March the Jayapura District Court sentenced the men to three years in prison for subversion. At no time did these men commit violence and they have been jailed solely for peacefully expressing their political views as is their right under Article 19 of the Universal Declaration of Human Rights. As opposed to the three-year sentence given to the five activists, no action was taken against the security force personal who were involved in the brutal crackdown and they received only written warnings. There were also serious doubts about the fairness of the trial proceedings. The security forces maintained a heavy presence during the trial sessions and one of the senior lawyers for the defence, Gustav Kawer, was threatened with prosecution, in violation of his right under Indonesian law and international standards to carry out his professional duties in defending clients in court. Amnesty International considers all five men to be prisoners of conscience.
