Smith airs jail raid concerns with Indonesia

Defence Minister Stephen Smith says he has discussed concerns over alleged human rights abuses with Indonesia.
Last month about 17 heavily armed men stormed an Indonesian jail and killed four inmates who were suspected of murdering a military commando.
The raid was professionally planned and described as a revenge attack.
Mr Smith, who has been in Jakarta this week, says there are suggestions either past or present Indonesian military personnel were involved.
"That's the subject of three separate investigations," he said.
He says he has raised concerns about that with his Indonesian counterpart, Purnomo Yugiantoro.
The country's anti-terrorism force, detachment 88, is also the subject of about 20 investigations over alleged human rights abuses.
Mr Smith says he has also discussed the Papuan provinces with Indonesian president Susilo Bambang Yudhoyono.

Jayapura,-- Speaker of the National Committee of West Papua, Wim Medlama said at least 22 members KNBP killed and dozens others were imprisoned during 2012.

Rombongan yang menggunakan mobil yang beriringan sedang melintas dari Wamena menuju Kepolisian Sektor Tiom, Kabupaten Lany Jaya, Rabu, 28 November 2012. Di antara rombongan juga terdapat Asisten Intelejen Kodam XVII Cenderawasih, Kolonel Napoleon.
”Iya, kami tembak. Waktu itu ada satu mobil di depan. Kami lihat dan serang. Mobil di belakang juga kami tembak, kata Wenda, Jumat, 30 November 2012.
Menurut Wenda, saat penyerangan dilakukan, jumlah anggota OPM puluhan orang. Penyerangan menggunakan senjata laras panjang dan pistol. ”Kami balas ditembak, tapi tidak ada yang kena, ujarnya.
Rombongan aparat keamanan Indonesia itu diserang dari jarak sekitar 100 meter. Namun, dalam aksi baku tembak yang berlangsung sekitar satu jam itu tidak menimbulkan korban. ”Jaraknya dekat saja. Kami tembak mereka lari. Kami juga lari,” ujar Wenda.
Kepala Bidang Humas Kepolisian Daerah Papua, Ajun Komisaris Besar Polisi I Gede Sumertha Jaya, mengatakan rombongan sebelumnya meninjau lokasi insiden pembakaran Kantor Polsek Pirime yang menewaskan tiga anggota polisi.
Usai melakukan peninjauan, rombongan beranjak ke Tiom. Saat kendaraan yang ditumpangi rombongan berada di Kampung Indawa, wilayah antara Distrik Tiom, Kabupaten Lanny Jaya, dan Distrik Makki, Kabupaten Jayawijaya, terjadi penyerangan.
Para pengawal rombongan melakukan tembakan balasan yang membuat anggota OPM mundur. Konvoi rombongan kemudian melanjutkan perjalanan ke Tiom. "Kami masih terus mengejar mereka," ujar Sumertha.

TPN-OPM Bantah Serang dan Bakar Polsek Pirime
Ini dikatakan Kepala Staf Umum TPN-OPM, Mayjen Terianus Satto dalam rilis yang diterima SP, Rabu (28/11) sore WIT. Dikatakan, aksi itu dilakukan oleh kelompok yang Kontra dengan Tentara Pembebasan Nasional Papua Barat (TPNPB) dengan ambisi egoisme. Menurut dia, TPN-OPM saat ini mengklasifikasi akar masalah terhambatnya perjuangan bangsa Papua Barat untuk Merdeka secara cermat dan menemukan bahwa persatuan Nasional belum bagus, baik itu pergerakan sipil dan sayap Militer, Tentara Pembebasan Nasional Papua Barat (the West Papua National Liberation Army), maka TPN-OPM telah melakukan tahapan kerja dengan konsolidasi maksimal dari tahun 2008-2011.
Hasilnya, TPN-OPM telah berhasil melakukan Pra-KTT (Konferensi Tingkat Tinggi) pada tanggal 15 Maret 2012 di Maribu, Sentani, Papua Barat. Dalam Pra-KTT TPN-OPM ini melegitimasikan pembentukan Panitia KTT dan mengagendakan jadwal pelaksanaan KTT pada tanggal 1-5 Mei 2012, bertempat di Biak, Papua. Dengan dasar Pra-KTT ini, maka KTT TPN-OPM telah berhasil dilaksanakan di Markas TPN Perwomi Biak, dari tanggal 1-5 Mei 2012.
Hasilnya, telah dipilih Panglima Tinggi TPN, Wakil Panglima dan Kepala Staf Umum, masing-masing atas nama, Panglima Tinggi TPN-OPM, Gen. Goliath Tabuni, Wakil Panglima TPN-OPM, Letjen Gabriel Melkizedek Awom dan Kepala Staf Umum TPN-OPM, Mayjen Terianus Satto.
Selanjutnya, TPN-OPM telah berhasil melakukan Rapat Kerja Nasional (RAKERNAS dari tanggal 27-1 September 2012 di Markas TPN Wanum, Jayapura, Papua. Hasilnya, mengagendakan jadwal Pelantikan Panglima, Wakil Panglima dan Kepala Staf Umum TPN-OPM yang jatuh pada tanggal 30 November 2012.
Masih ada lagi Rapat Koordinasi Pimpinan TPN-OPM, yang sekiranya akan dilaksanakan setelah acara pelantikan Panglima Tinggi TPN-OPM.
Berdasarkan keterangan singkat dalam Background TPN-OPM di atas, maka TPN-OPM yang tergabung dalam ganca Nasional masih sibuk dengan agenda-agenda, dengan program revormasi sayap militer, Tentara Pembebasan Nasional Papua Barat (the West Papua National Liberation Army), sesuai hasil keputusan KTT TPN-OPM di Biak.
"TPN-OPM sekarang tidak sama dengan TPN-OPM sebelumnya. Artinya, TPN-OPM telah mereformasi diri melalui KTT dengan mengatur serta membenahi kubuh sayap militer OPM. Hal ini dengan jalan Restrukturisasi TPN dan Reorganisasi OPM, yang mana TPN membenahi diri dengan sturuktur standar Militer dunia," kata Terianus.
Dengan demikian , mengacu dari KTT TPN-OPM di Biak pada tanggal 1-5 Mei 2012, maka TPN-OPM masih dalam tahapan kerja internal organisasi untuk membenahi dan memantapkan legalitas hukum organisasi sayap Militer, dan TPN-OPM tidak bertanggungjawab atas insiden penyerangan yang disertai pembunuhan anggota polisi dan pembakaran kantor.
"Bahwa, TPN-OPM yang tergabung dalam kancah Nasional menegaskan agar TNI/POLRI jangan menyerang Masyarakat sipil di Pirime, namun harus mencari oknum-oknum pelaku serta aktor skenario penyerangan. Karena yang melakukan penyerangan adalah kelompok yang kontra dengan Keputusan Hasil KTT TPN-OPM di Biak, Papua. Dengan tujuan untuk menggagalkan acara pelantikan Panglima Tinggi (Gen Goliath Tabuni) dengan Wakil serta Kepala Staf Umum, secara nasional di Tingginambut, Puncak Jaya, Papua pada 30 November 2012," ujarnya.
