Dimata Indonesia, Palestina Lebih Penting! daripada Papua Barat



Sejak [8/7], Palestina dan Israel bertikai secara terbuka. Kedua negara saling melepaskan tembakan. Korban pun tidak terhindarkan. Rasa simpati terhadap Palestina datang dari seluruh penjuru dunia, termasuk Indonesia.
Di Indonesia muncul demo di berbagai daerah untuk mengutuk Israel. Begitu pula ada sumbangan dana dari berbagai komponen masyarakat untuk rakyat Palestina. Bahkan Indonesia, melalui menteri pertahanan Yusgiantoro mengatakan bahwa pihaknya akan segera mengirim pasukan perdamaian untuk menjaga wilayah Palestina. Tidak ketinggalan kelompok garis keras seperti FPI pun mengklaim akan mengirimkan pasukannya.

Menyimak berbagai berita tersebut, saya pun berpikir tentang realitas sesungguhnya yang terjadi di Indonesia, khususnya di Papua. Bahwa di Papua, hampir setiap hari ada manusia yang mati karena berbagai alasan kesehatan (HIV/AIDS, malaria, gizi buruk).

Amnesty Internasional: Indonesia: Investigate Ill-treatment of Protesters and Intimidation of Journalists in Papua

Amnesty International is concerned about allegations that police ill-treated protesters involved in a proindependence protest in Papua as well as intimidated journalists who were covering it.

On 26 November, police arrested at least 28 political activists including three women who participated in a pro-independence protest in Waena, Jayapura organized by the West Papua National Committee (Komite Nasional Papua Barat, KNPB). According to a human rights lawyer who saw them in detention at the Jayapura City police station, there were indications that they had been beaten after they were arrested. Some of the detainees had bruises or swelling on their mouth, eyes, forehead and body. At least 12 people are still in police custody.

The authorities must ensure that all those who are detained have access to lawyers of their choosing and that those who are suffering injuries have immediate access to medical treatment. The authorities must also ensure a prompt, thorough, and effective investigation into the allegations of ill-treatment by the police and ensure that those suspected of involvement, including persons with command responsibility, are prosecuted in proceedings which meet international standards of fairness. Victims should also be provided with reparations.

Amnesty International continues to receive credible reports of human rights violations committed by
the security forces in the provinces of Papua and West Papua, including torture and other ill-treatment, unnecessary and excessive use of force and firearms and possible unlawful killings. Investigations into such reports are rare and only few perpetrators have been brought to justice. The lack of accountability and the failure to criminalize acts of torture in the Criminal Code contributes to this culture of impunity.

Our organization is also concerned that the Jayapura City police personnel reportedly intimidated at
least three journalists while they were covering the KNPB protest in Jayapura. Police personnel approached them and hit one of the journalists in the head. Police also attempted to grab their cameras and told them to leave the area. One of the journalists was intimidated by the police to delete photos he had taken of the protest.

Journalists play a crucial role in exposing human rights violations and abuses, especially in Papua where authorities restrict access to international observers, including human rights organizations and journalists. Harassment, intimidation and attacks against journalists and human rights defenders can have a chilling effect, and can contribute to a climate of impunity. Amnesty International calls on the authorities to investigate all allegations of attacks, intimidation and harassment of journalists in Papua and ensure they – and others – are not obstructed from conducting their legitimate work.

Amnesty International does not take a position on the political status of Papua, or any other province of Indonesia. However, people in Papua and elsewhere in Indonesia should be able to peacefully express their views free from harassment, threats and the fear of criminalization. Our organization believes that the right to freedom of expression includes the right to peacefully advocate referendums, independence or any other political solutions that do not involve incitement to discrimination, hostility or violence.

Aktivis KNPB, Denny Hisage cs Bebas dari Penjara

 Jayapura, KNPBnews – Enam aktivis KNPB yang ditahan karena dugaan menyimpan amunisi, hari ini, Selasa (27/8) dibebaskan dari Penjara Indonesia, Abepura. Mereka menjalani persidangan selama 8 bulan tanpa saksi dan bukti pidana yang kuat.

Keenam aktivis KNPB yang dibebaskan adalah, Denny Imanuel Hisage (26), Anike Kogoya (23), Jhon Pekey (27), Rendy Wetapo (27), Jimmy Wea (26) dan Oliken Giay (27). Menurut dakwaan, mereka ditangkap karena menyimpan dan membeli amunisi, sehingga mereka diancam dengan Pasal 1 ayat 1 UU Darurat Nomor 12 tahun 1951 Pasal 56 ke I  KUHP.

Kepada situs KNPB, Denny Hisage menyatakan kekesalan terhadap Polisi yang asal main tangkap dan mengurung mereka tanpa bukti pidana yang jelas. “Polda Papua asal tangkap aktivis KNPB tanpa bukti jelas. Kami jalani penyiksaan yang sangat berat saat ditangkap, dan selama diinterogasi di Polda Papua”, ucap Denny siang ini saat keluar dari Penjara.
 
Sementara itu, puluhan aktivis KNPB masih mendekam di penjara-penjara kolonial di seluruh wilayah Papua, termasuk Ketua Umum KNPB, Victor Yeimo. Mereka dipenjara dengan tuduhan yang tidak dapat dibuktikan di Pengadilan

Benny Wenda Menuntut Papua Merdeka

OnewsPapua,-- 50 tahun perjuangan Papua Barat ingin melepaskan diri dari Indonesia adalah satu diantara konflik terpanjang yang hingga kini masih terjadi di dunia. Aktivis di pengasingan Benny Wenda mencoba menarik perhatian dunia. 

Mengenakan kaos bermotif Papua, potongan Benny Wenda gampang dikenali di jalanan Melbourne. Kini dia sedang menjalani tur dunia terbaru, mencoba menarik perhatian dunia.

Ada perasaan hening penuh damai sekaligus keputusasaan saat dia menjelaskan situasi yang dialami rakyat Papua Barat.

“Anda tidak bisa berburu dan berkebun setiap hari, ke manapun anda pergi ada pos penjagaan militer, di mana-mana,“ kata dia. “Ke manapun anda pergi, intel mengawasi dan memonitor apa yang anda kerjakan.“

Papua Barat dulunya adalah bekas koloni Belanda, yang secara efektif diserahkan kepada pemerintah Indonesia pada tahun 1962 melalui perjanjian yang dibuat oleh Amerika. Melalui referendum kontroversial pada tahun 1962, Indonesia mengontrol penuh wilayah itu. Hingga sekarang konflik masih berlanjut antara Organisasi Papua Merdeka OPM dengan tentara Indonesia.

Bukan Tanpa Alasan

Wenda lahir di desa Baliem di pusat dataran tinggi Papua Barat pada tahun 1975. Dia mengatakan, dirinya secara terpaksa sejak muda menyaksikan pelanggaran hak asasi manusia yang dilakukan pasukan keamanan Indonesia.

“Bibi saya diperkosa di depan mata saya,“ kata dia.“Ibu saya dipukuli di depan saya. Saat itu saya berusia lima tahun. Saya tidak bisa berbuat apa-apa. Saya hanya menangis.”

Ketika militer Indonesia membombardir desa Benny pada akhir 1970 an, keluarganya bersama ribuan orang lainnya dipaksa hidup bersembunyi di hutan.

Pengalaman inilah yang mengobarkan semangatnya untuk mencari kebenaran dan mencoba memerdekakan rakyatnya dari penindasan.

“Saat itulah saya berdiri dan mengatakan: ini tidak adil,” kata Wenda. ”Saya sekolah, belajar dan mulai berjuang untuk kemerdekaan rakyat saya.“

Wenda menjadi seorang pemimpin perwakilan sukunya pada tahun 1999, selama periode yang dikenal sebagai “Musim Semi Orang Papua,” masa ketika semakin banyak aksi damai menuntut kemerdekaan.

Tak lama kemudian dia dipenjara, ditangkap karena dituduh ikut merencanakan penyerangan sebuah kantor polisi dan membakar dua toko dalam kerusuhan tahun 2000. Dia menyebut penahanan itu bermotif politik dan pengadilan atas dirinya adalah pengadilan yang tidak adil. Organisasi Fair Trials International mendukung klaim Wenda.

Ketika di penjara, ia menulis sebuah lagu bagi para pendukungnya. Salah satu lirik lagu itu berisi: “Bagaimana sekarang saya bisa menolong rakyat jika saya terkurung?”

Setelah beberapa bulan dalam tahanan isolasi, Wenda berhasil melarikan diri. Dia kabur ke Papua Nugini dan kemudian dengan dibantu oleh LSM Eropa melakukan perjalanan ke Inggris, di mana ia kemudian mendapatkan suaka politik.

Kampanye Perubahan

Dalam pengasingan, Wenda mendirikan “Papua Barat Merdeka“ yang berkampanye menuntut penentuan nasib sendiri bagi rakyat Papua Barat dan diakhirinya pelanggaran HAM, yang kata dia semakin memburuk. Tahun lalu saja, 22 aktivis tewas dibunuh., tambah Wenda.

Beberapa kalangan memperkirakan sebanyak setengah juta orang Papua terbunuh sejak Indonesia mengambil alih wilayah itu, dan organisasi HAM terus menerima laporan mengenai pelanggaran yang dilakukan tentara Indonesia.

“Situasi HAM semakin memburuk setiap hari,” kata Wenda. ”Orang Papua Barat kini sekarat di atas jalanan di tangan polisi. Dengan membunuh orang Papua mereka mendapat pangkat dan promosi.”
Banyak kepentingan Indonesia dan dunia di Papua Barat yang didasari atas kekayaan alam wilayah itu, dengan mengeksploitasi emas, tembaga, minyak dan penebangan hutan. Kepentingan ekonomi ini, sejalan dengan kepentingan strategis banyak Negara, sehingga membuat isu Papua Barat jauh dari sorotan.

Menyebarkan Kata

Wenda kini mendorong akses lebih besar bagi media asing dan organisasi HAM agar bisa bekerja di Papua.

“Selama 50 tahun terakhir para wartawan (asing-red) dilarang masuk,“ kata dia. “Kenapa Indonesia takut membolehkan para wartawan? Apakah mereka sedang menyembunyikan sesuatu? Jika mengkampanyekan demokrasi, maka sebuah negara demokratis seharusnya boleh bagi wartawan manapun.”

Kedutaan Indonesia di Australia menolak permintaan Deutsche Welle untuk memberi komentar atas pernyataan Benny Wenda. Mengenai akses media ke Papua Barat mereka mengatakan tidak ada larangan bagi media asing, sambil menambahkan bahwa dua tahun terakhir ada enam wartawan yang diperbolehkan berkunjung ke sana.

Sebagai pemimpin politik di pengasingan, Benny Wenda terus menerima informasi dari para pemimpin di dalam Papua Barat dan dia menggunakan kampanye internasional untuk membawa pesan mereka kepada para politisi dan komunitas di seluruh dunia.
 
“Saya sangat percaya bahwa kekuatan rakyat akan bisa mengubah keadaan, dan suatu hari rakyat saya akan bebas.“

Human-rights group releases activists' alarm

The Stockholm-based organization Civil Rights Defenders has developed a high-tech plastic bracelet which uses GPS technology and social media to protect human-rights activists around the world.
Named the Natalia Project after Natalia Estemirova, a human rights activist who was kidnapped and murdered near her home in Chechnya’s capital Grozny in 2009, the bracelet uses a mobile signal, a GPS receiver and social media to inform of a kidnapping within seconds, according to Civil Rights Defenders.

The bracelet works as an assault alarm which is activated when the wearer presses a button or when it is removed by force.

A mobile signal is then sent out to the activists' nearby colleagues as well as to the Civil Rights Defenders’ Stockholm headquarters. Alerts are also instantly posted on Facebook and Twitter.

Civil Rights Defenders claimed that Estemirova's murder could have been prevented "had the correct authorities been made aware as soon as she had been kidnapped".

"The Natalia Project makes it easy for anyone to contribute to the safety of human rights defenders to allow them to carry on their crucial work, either showing strength in numbers, by ‘liking’ or following on social media, or by donating directly to support the ongoing work,” said Robert HÃ¥rdh, executive director of Civil Rights Defenders.

The organization also claimed that the project will help put pressure on attackers.

"The fact that the whole world will immediately be aware of an attack forms a virtual, defensive perimeter around human rights defenders, who are at risk, as these regimes want to avoid international attention and criticism," the organization said in a statement.

The first five bracelets were distributed in April at the Defenders’ Days conference in Stockholm. Civil Rights Defenders hopes to hand out another 55 devices in the next 18 months.

Civil Rights Defenders was first founded in 1982 as the Swedish Helsinki Committee for Human Rights.

This year, Jakarta-Papua Dialogue Held

Jayapura (15/1)-After a visit to Papua Papua problem solving related to the September 2012 and, Member of the Presidential Advisory Council (Watimpres) Legal Affairs and Human Rights, Albert Hasibuan, claimed to have given consideration to the President of the Republic of Indonesia, Susilo Bambang Yudhoyono (SBY ).

"I've given consideration, settlement of problems in Papua should be discussed together. Answer President welcomes it, "said Albert, when met after attending a Christmas Eve celebration with the National Mandate Party in Jayapura, Papua, on Sunday night (13/1).

According to Albert, he also has been visited by several Papuan leaders like Father Neles Tebay and Beny Giay, and several other religious leaders from Papua. "They are pushing for a dialogue and hopefully dialogue can be carried out in the year 2013. But I do not know exactly in what month, "he said.

It's just that according to Albert, his work in that direction (stimulated dialogue). For everyone, including the president expects peaceful land for Papua. "I think everyone, including the president and have a willingness to work towards it (dialogue) and a matter of time," he said.

Very Barbaric, 22 activists KNPB Indonesian Police Shot Dead

Jayapura,-- Speaker of the National Committee of West Papua, Wim Medlama said at least 22 members KNBP killed and dozens others were imprisoned during 2012.

Those killed were shot such Militants KNPB Chairman Hubertus Center Mabel, December 16, 2012 in the village of Abusak, District Kurulu, Jayawijaya, and Mako Tabuni, Chairman of the First Committee in Abepura, Thursday, June 14, 2012.

"Even some that are still the target of a police search," said Medlama in Jayapura on Friday (4/1).

According Medlama, shooting death of Mabel and the Mako was not in accordance with procedures. The police seems to have justification to shoot them for alleged crimes.

Mako accused of involvement in a series of shooting a stranger in Jayapura since May 29, 2012. While Mabel was accused of involvement in attacks on police Pirime Lanny Jaya.

"The shooting of members of KNPB is unlawful. Someone who alleged perpetrators should be arrested and prosecuted, "said Medlama.

KNPB Chairman, Victor Yeimo estimate criminalization of members will become increasingly common. KNPB often associated with the independence movement by urging a referendum.

A West Papua National Committee (KNPcool smiley activist has been killed, and a farmer has died from his wounds in hospital, after being shot by members of the Australian-trained anti-terror unit Detachment 88 outside Wamena on December 16, following raids that arrested at least six activists on Sunday morning, according to multiple sources.

KNPB activist Hubertus Mabel (aged 30) died shortly after being taken by police to Wamena hospital after the shooting at 1030am in the village in Milima (or Kugima) in Kurulu district outside Wamena. Local farmer Natalis Alua (34) died in coma in hospital after being shot in the same incident, according to latest reports from human rights sources in Wamena.

According to journalist Victor Mambor, at this time Hubert was still alive and this was confirmed both by the police and Victor Yeimo (National KNPB Chairman). "Police told me that Hubert was shot in the leg at 09.30 (morning). Hubert was taken to hospital by police and then died at the hospital because of loss of blood.... At 6 (afternoon), Hubert claimed by police died in hospital."

"Some peoples in the Kugima Village, the place where Hubert was shot, told us police entered the village in full force. They brought two people who had been arrested before (Meky Kogoya and Wene Gombo) to the village to tell them where Hubert lived."

At 9am, the same joint police/army and Densus 88 squad conducted a armed raid in the village of Kosi Hubi Holima, in Wamena. KNPB Wamena Chairman Simion Daby was arrested with human rights activist Baroy Sambon, Meki Jikwa (Kogoya), John Huby, Pie Huby, Herae Huby, and Ima Mebel, allegedly at the house of Meky Kogoya, who was accused by police of being responsible for a bombing incident in Wamena. They were all taken forcefully by police to Jayawijaya police headquarters.

It is believed that human rights worker Sambon was arrested as he was trying to alert international media to the situation, but this has not been verified.

The KNPB have repeatedly denied involvement in planning or carrying out acts of violence or bombings in Papua, a view supported by the Churches, human rights organisations and legal networks in Papua. Police have yet to provide any credible evidence that shows their involvement, despite millions of dollars being provided to Densus 88 by Australia for forensic evidence analysis.

Alleged TPN retaliation questioned
There have been reports of an alleged West Papuan National Liberation Army (Tentara Pembebasan Nasional or TPN) retaliation against police over the shooting of Hubertus Mabel, but human rights workers have cast doubt on the involvement of TPN forces, instead accusing Indonesian security forces of acting up to continue to create a false scenario for conflict.

According to a report in Tabloid Jubi, the sound of gunfire could still be heard up to 11pm on 16 December in Wamena.
'On 10.25pm, there was an exchange of fire between the TPN-OPM (the military wing of the OPM) and the TNI/Polri , Indonesian army and police, somewhere between Misi Market and Sinakma, Yusodarso Road. The situation in Wamena was said to be tense and there were calls for help,' according to a local report as quoted by Jubi.A local resident, Yason, confirmed reports of the sound of gunfire which was still continuing. It is alleged that this was in response to the shooting of Hubertus Mabel. Another local resident named Vita told JUBI that the local police station had been burned down in response to the shooting of Hubertus Mabel. According to Vita, 'Mabel and member of the KNPB was shot by the security forces as he was suspected of a bombing the Wamena, which led to the police station being burned down.'The local police chief later confirmed to JUBI that there had been an exchange of fire, but West Papua Media was unable to find any witnesses or evidence that any armed TPN unit was in the area.

However long time human rights worker Markus Haluk told West Papua Media that local investigators had been visiting witnesses and have compiled a chronology that sits at odds with this account. According to Haluk, at around 8pm local time, a number of drunk people set fire to one market stall at Pasar Misi/Bungsu. Haluk also reported that at 11pm local time, police arrived on the scene with the Deputy Chief of Jayawijaya Police and opened fire with a barrage of shots, all from one side, with no clear target apart from civilians who had gathered. Police then moved to the Dewan Adat Papua offices less than a kilometre from the scene, and set fire to them in retaliation, despite the burning market stalls having no connection to either the DAP leader or council staff.

Markus Haluk said that the "Alleged drunks burning kiosks in the market (is) scripted by the security forces to divert attention from the arrests and shootings of civilians and KNPB activists, and is a conscious Scenario consciously to burn the office and create psychological pressure against the leaders and members of the Papuan Customary Council Lani Pago Baliem Region."

Local human rights workers believe this latest round of security force misbehaviour is due to the payment to the new Papua Police Chief Tito Karnavian (former Densus 88 commander) of Ten Billion Rupiah (approx US$1 million) from the Papuan Governors office, for the provision of "Phase 2" security for the Papuan Gubernatorial Election campaign, which was also earmarked to maintain a peaceful environment in the lead-up to Christmas.

"Many parties are upset with these incidents," said Haluk. "For catching, shooting in Wamena occurred on Sunday, when people were seeking to church to worship. While the arson of the DAP offices were do middle of the night, when the community was quiet for the night, " he explained.

"On receipt of the funds, the Papua Police Chief conveyed the importance of maintaining the security and peace of Christmas and the election of Governor. Instead, he led police officers making arrests, shootings and arson of Balim Traditional Council offices," an exasperated Haluk told West Papua Media.

These arrests come amidst a major series of operations by Indonesian security forces across Papua on the anniversary of the Densus 88 assassination of legendary TPN guerrilla leader Kelly Kwalik on December 16, 2009. Heavily armed Densus 88 personnel, including an unidentified Australian man, were seen to be guarding Kelly Kwalik's tomb to prevent a memorial service from being held to commemorate the anniversary of Kwalik's extrajudicial execution.

Bucthar Tabuni, Australia Bertanggungjawab Atas Pembunuhan Aktivist Papua

Jayapura, OneNews,-- Ketua Parlemen Nasionala West Papua (PNWP) Bucthar Tabuni mengatakan Australia harus bertanggungjawab atas pembunuhan dan penembakan aktivis papua, seperti yang di lansir di akun Facebooknya."21/12.

Dalam kutipannya mengatakan Australia bertanggungjawab atas kematian aktivis papua, tunduhan buktar atas dasar kerja sama anti teror di sebut Densus 88 yang di biayai penuh oleh Australi, AS dan beberapa negara yang terlibat dalam pelatihan, termasuk pemerintah Newzeland yang bekerja sama antar kepolisian Indonesia.

Di tahun 2012 sejauh ini, 22 anggota  Komite Nasional Papua Barat (KNPB) tewas, tiga hilang, tujuh telah didakwa dengan pelanggaran berbagai ketegangan dan tuduhan.

Kepolisian Indonesia telah menembak mati dua aktivis Papua Barat dan membakar sebuah rumah di kota Wamena provinsi  Papua yang digunakan sebagai kantor "Dewan Adat" untuk pertemuan masyarakat.

Hubertus Mabel, 30, Komisioner Militansi KNPB dan Natalis Alua, anggota Komite Nasional Papua Barat (KNBP) ditembak di luar sebuah rumah di desa Kurulu di sekitar jam 11 pagi pada hari Minggu, dan kemudian meninggal.

Para aktivis mengatakan rumah milik keluarga Hubertus dan dia ada di sana untuk merayakan Natal.

Sejauh tahun ini, 22 anggota KNPB tewas, tiga hilang, tujuh telah didakwa dengan pelanggaran berbagai dan lebih dari 200 ditangkap namun dilepaskan dalam waktu tiga bulan.

Penembakan mungkin baru  menunjukkan retak-down pada aktivitas separatis di bawah Kapolda baru dari Papua polisi, Tito Karnavian, yang sebelumnya kepalai kontra-teroris unit polisi Densus-88, yang sebagian dilatih dan didanai oleh Australia.

Australia bersikeras bahwa Papua Barat harus menjadi bagian dari Indonesia, dengan Menteri Luar Negeri Bob Carr mengatakan baru-baru itu "benar-benar tak terbayangkan" bahwa "beberapa pengaturan lainnya" bisa terjadi.

Setelah insiden terbaru, tiga orang membakar sebuah pos polisi kecil kayu di pasar Wamena, suatu tindakan yang tampaknya diminta polisi untuk pergi ke Kantor Tribal kota yang digunakan untuk pertemuan masyarakat dan juga membakarnya ke tanah.

Juru bicara polisi, Kombes Gede Sumerta Jaya, membantah polisi sengaja membunuh dua orang.

"Itu bukan penembakan, itu adalah upaya untuk menangkap seseorang yang melanggar hukum," kata komisaris Gede.

Dia mengatakan dua polisi pergi ke rumah di desa sekitar 30 menit dari Wamena karena mereka telah menerima informasi bahwa salah satu orang yang bertanggung jawab untuk merencanakan serangan terhadap kantor polisi Pirime, yang menewaskan tiga polisi pada akhir November, ada di sana.

Komisaris Gede mengatakan bahwa, di rumah, polisi kalah jumlah oleh Mr Mabel dan empat dari teman-temannya, yang bersenjatakan parang.

"Petugas kami memerintahkan mereka untuk meletakkan senjata mereka tetapi mereka tidak mendengarkan. Bahkan mereka datang ke dua petugas dan berusaha untuk mengambil senjata petugas 'dari tangan mereka," kata Komisaris Gede.

Imam Katolik John djonga kepada Fairfax ia telah mencoba untuk melihat sore kemarin Hubertus tubuh itu, "tapi tidak bisa karena banyak petugas polisi menjaga rumah sakit".

Pemimpin KNPB Victor Yeimo membantah versi polisi sebagai "propaganda untuk membenarkan laporan polisi".
 
"Polisi Indonesia melalui Kepala Polda Papua, Tito Karnavian dan tentaranya, Densus 88, telah membuat skenario melalui label aktivis KNPB di Wamena sebagai teroris," kata Yeimo.

Dia menegaskan bahwa Mr Mabel adalah "salah satu pejuang kemerdekaan yang [adalah] militan dan radikal," dan telah membantu "memperkuat perlawanan" dari KNPB.

"Dia telah menginspirasi begitu banyak pemuda Papua Barat untuk berdiri kuat dalam memperjuangkan hak kebebasan," kata Yeimo.

Mr djonga mengatakan api kemudian di Kantor adat telah dinyalakan atas perintah wakil kepala polisi Wamena sendiri.

Penjaga kantor itu mengatakan kelompok polisi telah pergi ke gedung, menembakkan senjata mereka ke udara berulang-ulang, dan kemudian mulai api.

Sebuah pemberontakan tingkat rendah telah berkecamuk di provinsi kaya sumber daya sejak Indonesia diatur untuk itu untuk menjadi bagian dari negara pada tahun 1969. 
Saat Itu terjadi pelaksanaan PEPERA yang memilih 1208 orang dari 8000 jiwa orang papua, hasil pepera sampai saat ini mesih kontropersi atas ketelibatan PBB, US, Belanda dan Indonesia.
